Reverse with Kingston arrival cds (Aug 1). The 5 cent rate per 15 grams was applicable for a foreign letter 'Caribbean rate' under 300 miles. Just two covers known, the other (ex Hubbard, lot 200) has faults and was mailed later in the year.
