1874: "Treaty Concerning the Formation of a General Postal Union. Signed at Berne, October 9, 1874", the original document in English, published in London in 1875, as presented to both Houses of Parliament. Noted inside that the Treaty, as signed, was in the French language only and that the English translation was done in London. The first paragraph reads: "Treaty concerning the formation of a General Postal Union, concluded between Germany, Austro-Hungary, Belgium, Denmark, Egypt, Spain, The United States of America, France, Great Britain, Greece, Italy, Norway, the Netherlands, Portugal, Romania, Russia, Serbia, Sweden, Switzerland and Turkey" . Article III stating: "The general Union rate of postage is fixed at 25 centimes for the single prepaid letter...which does not exceed 15 grammes". Article 5 stating: "Every registered packet must be prepaid" and Article 19 stating "The present Treaty shall come into force on the 1st July 1875" and thus to the 20th Article, after which the signatories of the Treaty are listed with the French signing on May 3, 1875. Postal Notice 1840 (April): The magnificent Edinburgh Postal Notice with vertical pair of 1 d. intense black, pl. 1A, lettered MH-NH, four margins all around, the lower stamp with horizontal crease, the upper stamp in wonderful fresh condition, on notice which is, as usual, creased both vertically and horizontally and with minor scissor cut into base of lower stamp. From the very few recorded Postal Notices (all except one originate from the Edinburgh Post Office), three bear vertical pairs from the 'M' and 'N' rows of the 1 d. black (letterings MD-ND, MF-NF and MH-NH). These Postal Notices from the Edinburgh P.O. were from the original 1840 distribution to all branch Offices announcing the introduction of the world's first postage stamp. Two of these were found prior to 1899 and were amalgamated with a contemporary find of "envelopes and stamps" in the Dublin G.P.O. (the "Dublin Find") and this particular Notice is illustrated on page 45 of "The Dublin Find". Minor ageing but of great rarity and a delightful Exhibition piece. 1879 (Feb 8): Postal Notice from the Berne Office of the UPU headed "Annexe A La Circulaire Du Bureau International" and dated below, with "Colour Chart" for both the size of future definitive adhesive stamps and their colour uniformity: 5 Centimes in green, 10 centimes and 25 centimes in blue. This Annexe was enacted almost universally thereafter-for example Great Britain 1879-80 values were thus: ½ d. green, 1 d. red and 2½ d. blue; Belgium 1883/84 5 c. green, 10 c. rose and 25 c. blue; Denmark 1884 5 ö. green, 10 ö. red, 25 ö. blue etc. A marvellous item, replete with printed letter from Berne to the London GPO detailing the countries who felt the measure inopportune (France & Colonies, Russia), those that desired to do it but without current facilities (Argentina, Netherlands and Switzerland) and the 20 countries who had agreed the measure. Falkland Islands. 1891: Government Notice, 203 x 165 mm, authorising the provisional surcharges on 1st January 1891, the illustrative diagram square un-printed (unlike the example in Bunt collection) to show how the stamps were to be cut, bearing both halves of the ½ d. on 1 d. claret at lower left; the Notice has been signed by Fred Sheddon Sanguinetti at lower right in his role as Acting Postmaster. Folded as all these Notices are, this example not being folded near the two adhesives. An exceedingly rare sheet with just three recorded. Note: The example in the Bunt collection was missing one bisected stamp, the example in the Ayre collection had full copies of the stamps un-bisected and cancelled by the "F1" obliterator. Great Britain. 1875 (June 17): Post Office circular (number 25), "in accordance with the provisions of an International Treaty concluded at Berne on the 9th October last, the whole of the states of Europe, the United States of America and Egypt have formed themselves into a General Postal Union ..." with the new rates to come into force (including the higher rates for mail via France which did not join the GPU until January 1876), manuscript appended "Canada" at base under listing and notification that "Upon Letters being posted unpaid double the rates will be charged on delivery" and on reverse notice of "New Stamp of Two Pence Halfpenny" which may be procured at all Post Offices (the 2½ d. rosy mauve) and the Foreign Post Cards to the value of 1¼ d. 1861 (Jan 22): Cover to Glückstad, near Hamburg franked by 1857 3 c. brown-red, with 12 examples in a block of six and two horizontal strips of three, mailed with fine "Fort Davis / Texas" despatch cds in black and the adhesives cancelled by fancy circular handstamps-manuscript note "Postage Paid on the back of it" to denote the stamps on reverse. New York transit (Feb 9) in red and thence struck with "Franco / Preuss Resp.Vereins / Ausgangs Grenze" in red (Van Der Linden fig. 1504) and Aachen datestamp (22/2). Charged "4" (Danish skillings) due in crayon. A delightful and stunning cover, 1 cent overpaid, mailed just 10 days before Texan Independence. Cert. Anchor, Plate 2, lettered LH / FL error, a fine used example tied to 1875 cover from Liverpool to Charleston / SC, USA by Liverpool Exchange / 466 duplex (Oct 28) in black, and by red "New York/Paid All" cds of transit (Nov 7). A very fine example of an extremely rare stamp on letter, only 10 covers recorded by Gallan/Louis in "Surface Printed Postage Stamps 1855-83" (page 135) without this one which predates all known covers. New South Wales. 1889 (Dec 24): Germany 10 pf.+ 10 pf. carmine reply stationery card used from Baden-Baden (3/11) to Sydney, reply half attached and used back together with New South Wales 6 d. rosine tied by Sydney duplex. A fine and rare early usage. Note: The reply paid system for Postal Stationery cards was raised at the 1885 Lisbon Congress and ratified at the 1891 Vienna Congress, with countries who did not issue the cards bound to accept them from other member countries as pre-payment. 1859 (Sept 14): Cover from Jacksonville/Oregon with fine cds of despatch marked "30 Paid" in black datestamp, mailed to Canton Aargau, Switzerland franked by 1857 10 c. green in a horizontal strip of three cancelled in manuscript and by red "N. York / 7 / Br. Pkt. / Paid" cds (Oct 18). "Franco Preuss: / resp.Vereinsl:Ausg:Gr" (Van Der Linden fig. 1505) struck in red, with Aachen transit and reverse with Basel cds (Nov 3). Netherlands. 1865 (Nov 6): Entire letter to Belfast franked by 1864 15 c. orange-yellow tied by `Franco` handstamp in black with red `EXP. MOERDYK` cds and two line `ROTTERDAM - BRIEVENBUS` cachet alongside. London Paid transit cds on front and Belfast arrival (Nov 9) on reverse. Slight file fold affects the adhesive but an attractive entire. Malaysia. Sarawak 1892 (May 12): "Two Cents" on 3 c. blue Straits Settlements postal stationery card, a fine used example to Paris cancelled by bold "SARAWAK" cds in black with 'stamp' cancelled in transit by "Singapore" cds (May 14). Red "Modane A Paris" transit also on front. The card with minor creases and the address has been slightly re-written but the message on the reverse is splendid - the writer explaining that "the stamps with 1 cent surcharge cannot be sent this Mail as the stock of them is so low..." . Netherlands. "Phonopost" 1950: On the proposal of the Argentine Republic a new method of postage was introduced - a small record disc, the same size as a modern CD or DVD, could be mailed through the post in a printed envelope, the message having been recorded on the disc. A fine used example from Rotterdam to Canada with envelope (franked at 32 c.), disc and a packet with the needles to play the disc still intact. The service was abolished in 1971 but Egypt used "Cassette" envelopes in a similar manner in the late 1980's. Note that the rate of 60 para was the UPU designated rate of 1½ piastres. An exceptional group of these rare Essays, only a few of which avoided a fire at Penasson's print works. 1885: Collection with almost no duplication of worldwide postal stationery cards & reply cards (600+) predominantly mint but some scarce and interesting used examples, nearly all with "Universal Postal Union" in the headings. Note: The Lisbon Congress authorised post-paid reply cards, countries wishing to issue them could do so, but all UPU members were obliged to accept pre-payment of the reply halves.
